Funny that they overlooked a simple Wait

I'm confused. Is the attached program a
passing or failing example? Running at 100%
CPU, I can't see how this could be a passing
example.

100% CPU Load is acceptible
This solution creates a 100% process load, I
would expect that this is a K.O. criteria.
