Set uniform VI front panel border width

This VI works best if you do the following:
1. Place all objects in their desired relative front panel locations.
2. Size the front panel so all objects that you want displayed are visible. Any objects that you want hidden should be off the front panel bounds, so that you have to use the scroll bars to see them.
3. Decide how large you want the front panel border to be.
4. Decide if you want to programmatically save changes or not.
5. Run the Set Uniform Border Width VI.
