When should I Implement Changes to the Process Model Instead of Using Callbacks?

You should implement changes in the process model if you want the change to be in effect for all sequence executions. For example, if you want a device configuration step to be executed every time that you start any sequence execution, then you would probably want to implement that configuration step in the process model.

You should use callbacks to implement changes to particular sequence files or test systems that you are creating. TestStand will use the callbacks that are specified in a sequence file and override the default callbacks.
