Returns the contents of a URL-encoded parameter list string in a keyed array.

You can use this VI to parse the QUERY_STRING environmental variable or the contents of an HTML form (POST) request.

	url-encoded param string contains a URL-encoded parameter list, which is a list of ampersand (&)-separated name = value parameter pairs.
	params is a keyed array that contains the decoded parameters.
