Constructs paragraph tags <P> around the specified text, to specify alignment.

	label specifies text that the VI inserts between HTML in and the HTML code that the VI creates.
	HTML in contains text to which the VI adds the new HTML code.
	text is the text to be enclosed by the <P> tags and whose alignment is affected.
	align is the alignment of the text. The align value can be (default), LEFT, CENTER, or RIGHT.
	HTML out contains HTML in, label, and the HTML code the VI constructs.
