Creates a series of parameter tags <PARAM> for an embedded applet.

	param tags in is a string to which the HTML code created by the VI is appended.
	parameters is a keyed array whose contents are converted into the parameter tags.
	param tags out contains param tags in followed by the HTML code constructed by the VI.
