Converts a rotation matrix to the corresponding angle and vector by which the rotation occurs.

|rotation matrix specifies a 3 × 3 matrix.|
|angle contains the angle, in radians, around vector by which the rotation occurs.|
|vector contains the x-, y-, and z-coordinates of the unit vector.|
